Is the ODBC Driver build dependent. Can't seem to get it to connect to 4020 (Driver 3006) plans.? If so when would we expect to see this updated?

As far as I remember DevKits become available a bit after the version is released.
I suppose this will happen similarly this year as well.

Are developers considered partners? DO they have access?

Oops. I didn't notice it was a secure site since I appear to be permanently logged in. As far as I know, developers have access to that site...

You need to have a developer account, for which registration is required. The AC19 Devkit is available there (as are the other Devkits). This is, AFAIK, the only place where they are distributed.
