A10 Navigator Organizer will not open.

I have been able to drag all of my drawings from Layout Book to Publisher except one. This drawing had a detail title revised. Now when I click on Project Chooser to select Organizer, Oganizer will not appear.
Is there a way to drag a Layout Drawing to Publisher? I tried to drag it and Plubisher would not open.

I was finally able to get Organizer to open by clicking on Windows, Palate, Organizer.
