Create New Pen Set for Layout?

I'm interested in creating a new pen set for layouts, but the Pens attributes seems to be missing the vital "Duplicate" button regarding pen sets (I would expect to see it next to "rename").

Can one create a whole new pen set? Or should I just rework one that already exists? I doubt that I'll need the "default v.9" set...

When you change anything from an existing pen set it will change to custom and then you can decide to either "store as" to a new name or overwrite an existing pen set.
Apparently those extra buttons like "new" or "duplicate" are very expensive and GS needed to save some money…
