Long shot, Verify that you have not turned the Grid Snap on. By default it uses a 4'x4' grid and anything within cannot be selected.

Another long shot from another direction
:
Delete all your Layouts and Master Layouts (oen will remain of each), then create a new Master Layout, delete the one left from previous Master Layouts, then create a new Layout, and delete the one left from previous Layouts.
The idea is to delete all Layouts and Master Layouts that existed because they may be in some way connected with the problem. Only the newly created Layout and Master Layout remains.
By the way: is this file migrated from a previous version?
