Disabling Dynamic Links in PDF Files

Is there a setting that disables the clickable marker links in PDF documents?

We're running into issues sending documents to the local Plans Examiner as their Anti-Virus tools detect the links as executable code and block the acceptance of our files.

Another part of this question relates to how the links are made. The Plans Examiner seemed to think that the "executables" are Java Script. Is that right?

Sounds like an over zealous Anti-Virus program or Administrator. My main client was over joyed when I pointed out the marker links and how they could speed up navigation of the drawing set.
