Graphical Scale on Layout bug?

Encountering a strange bug when I try to add the Additional Data - Graphical Scale to my title block in the layout it does not appear - see screenshot. The other option of drawing description is also not working. 

Is anyone else experiencing this or know why the graphical scale is not appearing?

Maybe it is due to the type of title, each type has different options

Thanks for your input. 

This type of title is NCS Drawing Title 27, and the graphical scale shows up on other drawings in layout - just not this one. That said,  I am suspecting that there is some sort of scale limit - i.e. scales above 1:200.
