Often, there a multi page eg certificates that might be 12 pages long
I would like to include these as a bookend in the documentation as some of the info is useful in the set and often in A4
ie, I would like to lay an a4 first page and have it multi span like a schedule can across the amount of required pages....
Is there any way to do that?

Only schedules can be split across multiple pages.
If you are placing multi-page PDF, unfortunately you have to create each layout page and then add the appropriate PDF page.
