Moving a Detail from View Map to Layout Book

Using the Organizer Layout Editor, I have dragged 4 details from the detail file in View Map to Layout Book file. I want to move several other detail drawings in the same manner and they keep ending up in the Layout Book as empty boxes at half the size that they should be. I moved the first 4 with no problem and now have spent all day trying to figure out why the other 3 will not transfer? The details are all at the correct scale. I even tried transfering a duplicate copy of an existing detail and this worked. The new details just will not transfer. Any ideas?

I have found that I can right click on the View Map Detail and then go to the Layout Book and just past the Detail in, this will work for now so that I can finish this project. I also found that for some reason, three of my details were actually the same detail and I corrected this. When I try the method noted in this question, I still get the empty box.
