Publishing to DwG

i tried to publish my work to dwg from the plot maker. it work but i couldn't get the legend that i had in the maters with each layout. so i got the dwg at the end without legend!!!
any clue?!!

Whatever is in the Layout (Master) goes to paper Space. IMHE not a popular option in the Middle East (the only DWGs I saw with PaperSpace and Layout defined came from China) - so instruct your consultants that there is a tab in the bottom of the AutoCAD screen called Layout.

i tried it even with the layout tab inthe autocad, but it doesn't show the legend of the masters as well.
