In Archicad 10 can you have an 11x17 layout book and an 18x24 layout book in the same pln file?

Yes.
Look in the Help section for Layout Masters and Layout Sets.

Basically you can have a master for each condition and you apply them to the individual layouts sets (not books since you can only have 1 layout book per pln).
