In a large office environment, it may be easier to keep most of your master layout info on the ArchiCAD layer, but it doesn't really matter as long as people are aware that there are different settings for the Layouting Environment vs. Modeling Environment. I listed them last year

In fact it is often overlooked that we can utilize layer combinations in the layouting environment. We've actually been able to do it since the old PlotMaker days. I regularly set up layer combinations in my client's templates to show different master layout data such as watermarks, notes, stamps, even entire titleblocks. Maybe it would work for you too - as long as people knew about it!
