Yes, I know that ending explorer.exe task isn't really advised, but I don't know any other method that can fully solve problem and leave AC user in rest. Your and other user advices solve problem only temporarily, when solution to restart explorer.exe solves it permanent (until you reboot computer).
You say: "end task should be a last resort for any process". I recommend to restart explorer.exe at once after running computer (before running any application).

MsWord or Excel method
1.1. If AC9 hangs after copy action...
1.2. You say: "run MsWrod or Excel to go round the problem!"
1.3. I run both programms separate and together, but no luck to solve problem. But if I run Word (or Excel) while AC9 hanging and then also run MsExplorer AC comes to life. But this do not solve "on copy action hanging" problem. Next time when you try to copy anything you must repeat all actions.
2. Browsing in folders of MsExplorer is easier and faster, but again with no luck to solve problem "permanent".
p.s. Advice for Win2000 users: if AC 8,8.1,9 (or PM) hangs on Win2K and you can't do anything to save your project, in some cases your last chance is to end RunDLL.exe task from Task Manager Dialog!
