If I remember correctly, Archicad 27 and Archicad 28 can open files v17 and later. So, you will need to add an intermediate step because only earlier Archicad versions can open files v8.1 and later.
So, I would suggest that you download and install Archicad 26 (you can run it with the Archicad 27 license), open the v10 file, save it as V26, then open that v26 file in Archicad 27.

Check this website. We use this all the time to open older projects created as far back as Archicad 4.5. Most of the legacy versions only open on Windows.

Don't Cloud Licences only support AC27 and up? So if you only had access to Cloud Licences, which GS are pushing, you would need a 3rd party solution.
*Not the case for the OP by the sounds of it.

Cloud licenses will run 26+ (has to be updated 26).
So they should still be able to install and run 26 to open the old file if they do have only a cloud license.
