PDF Imported into layout book will not print

I have scanned a drawing as a PDF then imported it in to the layout book to do a quick RFI mark up.
I can see the pdf in the layout but when I print the sheet or publish it as a PDF all I see are the lines and fills I used for the markup.
Any ideas?

I guess the original PDF was too large 2.7 M.
So I printed that off to the PDF converter and changed it to grayscale.
Seems to work.
