Might they be sub-elements of the Railing Tool?

No vinally got them to work . They were being over written.
My issue is that things are setup in ways that make things hard as I would never thought that there would be a filter for something like this.

The cursor turned into a cloud which I assumed it was in the cloud to be downloaded.
What was actually happening is it was being graphically overwritten by graphic override hiding the handrails. Why would that be on to hide things by default.

Graphic Overrides can not hide anything.
They can only change the line and surface colours.
Renovation filters can hide elements.
But you control what belongs to which renovation status and what does or doesn't show.
By default the renovation filters should be set to 'Show All'.
It is the settings you make that decide what is and isn't seen.
Barry.
