Its there but greyed out and un-editable. All the text parameters are there and functional just cant edit the text. Am I missing something?

What is the part? Is it pulling for the ID? If you look at the code, perhaps you can find where the parameter gets defined and see what is controlling it.

I am looking at the Special Purpose Outlet US 19 (for AC 19). At the top of the Parameter List, change Type to Custom Outlet, and the Text parameter is active.
