I used a commercial license for a year, and at the end of the term I went for a training license and wanted to start studying, but I couldn't.
The “commercial license options” panel came up, which allows you to start the demo mode and the license manager.
I uninstalled archicad completely through the applications. I uninstalled Codmetr and still after a complete reinstallation, and as I log in with a new training license account in the browser, still it does not give me the opportunity to select a training license.

EDU licenses work differently you need to choose the option at the beginning.
You'll need to get an EDU license from myarchicad.com
After you will need to do a new install choosing the option of "have serial number" and you will use the EDU number that you received.

I have the serial number of the educational license, and I can see it in the new account I made for it.
The problem is that after reinstalling the program, it doesn't ask me about the serial number, only gives me the option to select demo mode or license manager.
The window for entering the training license does not come up.

This is the article that explains the procedure.

Since it doesn't work I guess that you need to do a full uninstall of both AC and License manager and restart.
If that doesn't solve it then send an email to the one in the article to ask for help.

I Do have a correct serial number. Archicad doesn't give me the correct panel where I can enter it, it only gives me to run in demo mode, or to run the license manager. Please, look at attachment

Only thing I can think of is that EDU is not an option in your location.
Based on the screenshot you are using RUS version so that might be it.
Send an email to the one listed in the article.
