3D editing plane disable

3D editing plane is not a very good for me , maybe I used to AC14, but where can I disable it? I have googled for a long time, but my VIEW menu doesnt have this option.

If I see if correctly, this is in AC16.
Try the Options\Surface Sap menu command to turn it OFF and ON.
