I have a seven story building with a construction grid on the foundation level and a column with column height set to go to the top of the building. I can see the column in 3d view but why can't I see it when I go to the floor plan views?
You need to adjust the floor plan cut level. As an aside you have a seven storey building with one size column the whole way?

It sounds like you have a single column on only one story that you want to be able to see on the subsequent stories. In 10 this is possible as indicated by "Aussie John", but in 9 you need to place separate columns on each story. The top of one is where the bottom of the next one starts. A simple copy and paste will work and place columns on each story.
Another good strategy is to just save the column as a library object (replacing the object with the library part), and then set that object to display on all floors.
