The ratio you gave is a 1:1666.67 scale; pretty funny, although there were scales like that used in olden times, for example Austro Hungarian Empire (had a scale rule once with funny scales ...)
If image, resize it. Make sure to set ArchiCAD to the same units the map is scaled to, and to use the same scale the map is scaled to; otherwise, giants or dwarves will happen ...

the map is in a .pdf file, i could convert it to an image but can you explain a bit more how to properly resize it, at the moment im marqueeing it in acrobat reader and copy paste into archicad.

Resize what you pasted, and use that for reference. Work in meters. Set scale for whatever scale is marked on the map.
