How to add angle dimensions

I have done this before and somehow it's not working anymore. When I try to angle dimension my weird floor slab, I click on a point, it sometimes gives me a circle target and sometimes it gives me a square target. What I use to do is to click 2 points, double click on the outside and it will give me the angle. Now, when I click on the two points (one square and one circle), it refuses to give me anything. What is going on?

Do you want the ANGLED linear dimension or the ANGLE dimension, which is a separate tool - see image (angle dimension tool).

Circle target means you have found a node of an element, square target means that you did not, Dimension points dimensioning those circle targets will be associative, those dimensioning square ones will be static.
So individual Dimension Point of a Dimension chain can be either associative or static.
