How to change the default Help browser?

The default is Internet Explorer and it hides Help beause it was "active content" and could harm me!

I don't use this stupid program, I use Seamonkey and want it to be AC's default browser.
Funny, if I open help from the Help menu, it opens in Seamonkey. If I press the big "?" in the pallettes it open in InternetExplorer!

Any ideas before I go crazy?

On a Mac you would right click on the help index file then "get info" and change the default "opens with" setting.
I'm pretty sure it's similar in Windows only it's called Properties when you right click the file.

I don't know about specifying which browser, but this may help the active content problem -
