Don't understand the question properly but to pass attributes from one file to another, and if I remember correctly it also applies to IFC parameters, use Favorites.

If you define an IFC Property at the (IfcBuildingElement) level of the IFC hierarchy, I will be available for all building element types.

Also, if you want to use your modified IFC SCheme in another project, simply Export it and Import or Merge it in the other Project.
