What you need is another title for a start. That is, an object that belongs to the Drawing Title subtype. Once you have one of those, you can load it.
So you will either need to create one of your own (and good luck with all THAT) or get one from somehwere else. And good luck with all that too, because I doubt there's too many around yet. There's not even a category for them at the Object Depository AFAICS. You could pinch the one here. Although it doesn't look finished yet, unfortunately.
