Missing Building Scale?

I am having trouble placing my 3/16" plan on a 3'x2' Layout.

I see in the view settings it says missing building scale?

That's a dimension style name that it's looking for.

The problem that I am having is when the drawing is placed on the layout sheet the scale is wrong because even though it reads 3/16" = 1'-0"
