'Override Fill Background Color' Model View has no effect

I have a model view set up for reflected ceiling plans. Within that model view, I have turned off cut fills ('override cut fills: no fill') which does what it is supposed to do, but also seems to suppress fill background color no matter how I set the 'Override Fill Background Color' option. This is unwanted as I cannot get walls, through which I am cutting, to obscure anything beyond, such as a beam that is shallower than the cut plane.

Am I missing something? Lots of overlapping choices and thus chance of error, but I believe I have tried jiggling all the switches.

I will test in AC17 now, but this is a legacy project that isn't a good candidate for upgrade.
