The protective coating would be a cementitious coating approved for applications over eps such as this http://styro.net/TuffIIFoamAndICFCoating.html
What the detail misses is a free-draining membrane or porous backfill should be located below the parging in frost areas to prevent frost heave damaging the coating.

I was hoping for some kind of siding-sized product.
I am using 2" Foamular 250 XPS at that location so it think I will take the protection board out of the detail call for Sakrete parging directly on the rigid insulation.
