This is first time I try to make terrain with mesh. I have got the digital map on dwg. But should I put in the new road and the building in the dwg file before I start putting mesh on it in archicad?

Jonathan,
I would create the mesh first and then create the road. The road will be comprised of a separate construction anyway so why add more steps?
Good articles and video about creating roads on mesh, 3 somewhat different approaches:

I liked the last one, the link over here. Where you put the road under, with upwards extrusion.
But one thing, how can I then edit the hight on the road itself. Like if the road should have a ditch on both sides, and not follow the exact same slope as the mesh?
Should I then make points all along the road on the mesh itself, and then edit these points? If I do it like this, what about if I change the possision on the road later?

If changes in the future are significant you may have to redraw the road mesh or simply drag the points of the existing mesh to the new location.
Here is a handy article that shows an excellent way to use Complex Profiles to create the road, curb and gutter (or road and ditch) all in one. But it mainly works for straight stretches of road.
Plus, as mentioned in the article, if you apply a profile to a beam, you can tilt it to your desired angle thus giving you the slope as you desire.
I also just recently found this curb and gutter object you can download for free. At the ArchiCAD Warehouse (although the warehouse is very barren as there is only one object in it.)
