Scaling External Drawing...Need Help

Working with an older Landscape Architect that hand draws everything. I am trying to use her drawing as a base for cad drawing. Had it scanned, brought in as external content and cannot scale it without drawing a line and stretching the drawing to try to make the scale bar match that line. I know in autocad, you can use the command "scale" - "reference" and then pick a point on the drawing to reference (scale bar, known length, etc.). I have searched and cannot figure out any way to do such a thing. Please let me know the best way to do this in AC. I can get around in AC but would not consider myself incredibly experienced.

Same procedure in AC look in the menu -> Edit -> Reshape -> Resize
