Is there a program that will read the model in archicad and do calculations for
lateral shear for wood frame buidlings

not directly in ArchiCAD. ( Unless there is an add on I'm not aware of)

But you can Export the structural elements to be calculated and send them to the Engineers as an IFC file. They should know what to do.
