Solid Element Operation not working

i have a mesh with multiple slabs already operating on it (modeling roads and sidewalks) on a master plan. sometimes the SOE does not work on a slab, i am doing intersect and then subtract with upward extrusion. it has worked many other times and i'm following the same process but some slabs just won't work.

i have checked the material priorities, the slab is thick enough, i have cut them into smaller pieces, deleted the slab and redrew it, restarted, cleared old data,

still not working

when i do the intersection function, my slab subtracts from the mesh and i just have a big hole (image), you can see the blue outline of the slab and the hole in the mesh it is making (instead of intersecting)
