How can I add missing surfaces such as concrete 1, 3, 5, 6, 7,.. 22, 23,....?

That is usually because you have not loaded all your Libraries.

Or you need to create new materials.
Not all surfaces are included in the default templates.
There are also 'additional' surfaces if you have a subscription agreement.
There may still be gaps in the numbers even if you have all of the additional surfaces.
