Yes. One way it to use the roof tool which is a sloped slab. In the plan view you can make it wedge shaped as you show.

You could use a roof if you just need a sloped surface.
If you want an actual RAMP object (via Stair Tool), you can do the following.
1. Draw a Fill on the floor plan around the perimeter of your intended ramp.
2. Draw a line from the starting edge to the ending edge.
3. Select both the fill and line, and go to Design >Create Stair Using Selection
4. Select the Ramp icon from the dialogue showing the different stair configurations.
5. Configure the Ramp's settings via Stairmaker.
