If you set the slab to a composite structure (which has a specified thickness) instead of a generic fill, then the (b) will be grayed out. Any changes to the (t) will result in the entire slab raising or lowering.

I like the fact that there are two (or more) ways of adjusting elevation. If I want to move the whole thing I use the element's settings, (or Elevate tool, as Jared suggested), if I only want to adjust either the top or bottom surface I use the InfoBox. Best of both worlds.
