An example is if I start a new independent section the default scale is 1/8"=1'-0" and most of my sections are at 1"=1'-0". Is there a way to change that setting (and others) to be the default?

Independent worksheet take on the scale of the current story plan view.
So, temporarily change the plan view scale from 1/8"=1' to 1"=1', make your worksheets, then return to plan view and reset scale to 1/8".
But no way to actually have them be created at 1" when your plan is at 1/8"
It is an ongoing tragedy in AC that the program is fundamentally unsystematic in its approach.
Why do layouts have a settings button that accesses scale but worksheets don't, the list of weird can do /can't do is nearly limitless.

It is not a perfect solution, as you said, but it does make sense and is at least a step in the right direction.
