problem with priority in AC17

Hello I will describe my problem as much as I can.. I have section showed in picture but I cant and I cant make archicad17 to draw this correctley.. I have hidro-insulation at the toppest priority and as you can see above hidroinsulaton should be brick but because of this insulation archicad deletes all sections above in composite..

please advice

Put the Waterproofing as the TOP skin of the basement composite slab.
