AFAIK "Partial Structure Display" is not available in AC11.

... to create a fill with the pattern you need that is composed of white lines and transparent background. This fill will be overlayed on top of the drawing.

So I would look into making a Composite wall with the Core Lines as Dashed (although maybe not good for other views) and set the Framing Plans to Partial Structure Display to Core only.

The workaround I would use for AC11 (works with 14 also) would be to use different sets of pens for the architectural and structural drawings. The Composite settings are:
1. Contour - Solid Line pen 255
2. Foreground Fill - Skin Pattern Solid, pen 251
3. Hidden Line - Separator, Line = dashed, pen 253
4. Solid Fill
5. same as 3
6. same as 2
7. same as 1

You will need to play with the line width of 1 and the thickness of the fill in 2 to see which achieves the best result. Partial Structure Display simplifies this problem and looks better when lines are intersecting it is under the "Document" Menu in AC14.

For the architectural drawings pen settings, pens 255 and 251 would be black
For the structural drawings pen settings, pens 255 and 251 would be white
