Is there a reason for this banner to "drop in"? More so since it only finally lands once you have scrolled to mid window.

It is the one at the bottom of every page and has a few different headers and captions. I have never used it's navigation buttons, but I always notice it dropping in and out...

For me, I don't see them until I scroll to the very bottom of the page and they don't drop in or out.
Might be the browser, magnification, device affecting it?

Odd. Happens for me on both Edge and IE. Will try at home later on Vivaldi. Though it is all Chromium...
Just more white space to add to all the other white space we gained since changing forum.

I did add this scroll driven animation (which is currently only working on Chromium based browser) over the christmas break to draw more attention to the "next step" options sections after a visitor has reached the end of the page. There's no additional space being used as the section just enters from a blurred state at the bottom.
The fact that you mentioned it here at least confirms that it caught your attention 😀

Maybe shorten the animation, as depending on how large your window is, you may need to scroll quite far before it becomes usable. I can see the top of the footer navigation before the buttons become visible, and can see half of the footer navigation before any of these buttoms becomes clickable, with a half size interaction box, and have to scroll it till around 30% of my screen height before the blur reduces to an amount where I do not feel like I have forgotten my glasses.

Fair point. Previously, it was animating up until 40% of the vertical scroll distance. I've reduced this to 30% now so the element will become unblurred quicker.
