different languages on plans

So I need to have 2 versions of all the plans for a project, one version with French text, another anotated only in English.

Im wondering what the best and easiest way to go about this is. Layers? Do I need to create a duplicate set of all my layer combinations for all the plans, to include a new language layer. Or is there and easier way I havnt thought of.
