why does searching/filtering layers block: New based on selected ?

I open the layers window,
then I search/filter the layer names,
then I select the layer and want to create a copy of it using the submenu option:
"New based on Selected"... but unfortunately ArchiCAD does not allow me. Why ?
Of course, I can do this by turning off layer search/filtering.
Is there any logical explanation why "New based on Selected" is blocked when searching/filtering layers?

All I can think of is it is because of the folders.
When you do a search it includes the folders as well as the layer.
New layer would not know what folder to put it in .
Not sure why new based on selection is not active.
However, you can right mouse click on the layer and choose "New based on selection".
