With the planned end of Intel support through Rosetta in macOS, I expected that the new BIMcloud would already be Apple Silicon native. Does Graphisoft even plan to do this, or is it just another lever to force people to pay for a subscription?

Given the Insight post here, it would seem that they do not intend to develope an Apple Silicon native program, and instead are pushing existing users to migrate to a Windows host or onto their SaaS platform. Someone brought up the fact that the SaaS host is apparently on Linux, which can be made to run within a Docker on macOS. See this existing thread about BIMCloud Basic.

It seems BIMcloud Basic (on premises) is not being upgraded to silicon.
