Has this issue not been addressed with the BIM server?
Like who changed what and when?
Also, locking stuff from being changed?
Is the only way to prevent stuff from changing to reserve stuff forever?
If that's the way, how can you release some stuff and not release other stuff. Seems like a chore to work with?

When I look at the list of Permissions in the BIM Server User Guide, I do not see such a permission that would make it possible to a user to lock an element and at the same time prevent other user from unlocking that element he locked.

In totalitarian companies, I've past recommended creating a new user called "Lock".

As László says, there's no option to lock something without reserving it. I also not recommend what James said - a user who's never syncing with the BIMcloud Server can cause serious performance issues.
