I wish that the Project maps also could be linked to other file's layout sheets.

Project Map items cannot be linked to Layout even if it is in the same file.
When you place a viewpoint on a Layout, there is always a View created.
So you actually place the View on the Layout as a Drawing.
This is necessary because the View stores the settings of the placed Drawing.
But similarly you can place View into another file's Layout Book.

i think you are right, using the viewmaps there are least chances of errors in composing.
