The option is still there. You just need to have objects on that layer. If this doesn't pop up, then there are no elements on that layer.

All calculated dimensions in schedules are controlled by the units set in Options -> Project preferences -> Calculation Units. Your desired parameter represents a lengh unit, so set the (top) lengh unit to feet & fractional inches.

Depends ALOT on what projects you work on and how detailed/hardcore are you going with BIM/DD. But if you ask me, go for the M4 Max. I have a M4 Pro regular mac mini and it does a fantastic job with medium/medium-large projects.
