Autocad's dots hatch does not exist in Archicad.
Why is that?
If I want to change it to dots hatch when exporting dwg, how do I do it in Archicad and then how do I change it to dots hatch when exporting dwg?
Because when I use fill in autocad, it only prints black in government offices.

You can import aCAD hatches into ArchiCAD by opening a DWG/DXF that has them drawn. From there you can export them to your template / files.

I have no idea what a dot hatch looks like in Autocad, but in Archicad you are probably looking for % fills.
0% is an empty fill and 100% is solid.
Anything in between is a varying % of transparency.
