Add ability to easily excluded layouts from the cover sheet index

We can exclude drawings and layouts from ID sequences but there is no way to exclude layouts from the cover sheet index. This should be a Boolean property of the layout so that other tools, such as indices can use it to control whether the layout appears or not in the given index.

You have Criteria when defining a Sheet Index.
Just define a criteria that excludes certain Layouts based on one of its available parameters.
