I can't see on my freshly installed and activated as a student ArchiCAD 22 a title block. I tried many different combinations and none of them worked for me: changing colors, activating "master layout elements on the sheet", activating layers, and still it's missing. After that i did install older version, ArchiCAD 20, and there it is. Print screens included.
Note book specs: Elitebook 8670w with Nvidia Quadro K2000m and newest drivers.

Most probably it's the template. Either use another template, copy the title block from AC20 or another project to this project or design your own title block.

One thing to check: open the Master Layout and see if there are any drawing elements there.

To be sure:
View > On-Screen View Options > Master Items On Layout
This is turned on?
Edit: I see your version is translated to Polish, however the function is the same, just look for the Polish equivalent in the menu.

You can use the Organizer to transfer Master Layouts from the v20 file into your current v22 file.
You should add a Signature to your Profile (click the Profile button near the top of this page) with your ArchiCAD version and operating system (see mine for an example) for more accurate help in this forum.
