Detect unused layers

is there a tool that helps detect (then delete) unused layers safely?

The purge tool deleted layers that were not "empty."

if you go in Options> elements Attributes > Attributes manager

 

select the layer tab,  every  layer that  has a checkmark next to it is used. all others can be safely deleted.
