Dimension Text Settings - Anchor: Last Row

I am unable to set the dimension text anchor to Last Row.
I although it appears that I can toggle the setting from First Row to Last Row, the text remains in the same location and when I re-check the settings, the First Row toggle remains active.

Is this an AC21 glitch?

Seems that if you change it in the dimensions setting dialogue nothing happens.
But if you change in in the info box it does work.
I would say glitch with a work-around.

Indeed, thank you.
I forget to use the info box for dimension text as Command-T is faster for me than looking at the paragraph symbol, etc in the info box.
