Check that you don't have Grid Snap on.

Also, make sure you haven't accidentally set the Cursor Snap Range to too high a value. Default is 5.

Eduardo & Lazlo, thank you very much for your interest in my problem. I was able to solve it by employing the simplest procedure for dealing with ArchiCAD's dozens of neuroses...close the program, turn off the computer, reboot, reopen the program and the project file. Guess what? No more jumpy screen, and the cursor settled on the selection dots as it is supposed to do! This procedure works on other programs, so why not ArchiCAD?
